Management with effect based on competencies

This manual is a tool that should help the implementation of the new model of evaluation of the work of the administration in the Republic of Macedonia, based on competencies - evaluation 360 °. For the first time, not only their managers but also colleagues (from the institution) and associates (outside the institution) participate in the assessment of the effect of the work of officials. Therefore, competency-based assessment should be an objective judgment of the individual's work and the effect of the employee, in the context of his or her role and contribution to the organization, the needs for professional development and career development. Effective management is the process that encompasses the overall operation and performance of administrative staff employed in public sector institutions in order to achieve a high level of performance. The process of managing the effect aims at: 1 to create a common understanding of each individual's expectations regarding the tasks performed and the demonstrated competencies; 2 to consider performance; 3 to encourage learning and development; 4 to take reasoned measures to reward or improve the operation, and ultimately to punish.
