Programme goals

The training aims to provide more detailed and practical guidance on the screening process for advanced chapters, with their essential analysis and position-building guidelines.

A prerequisite for attending this training is the previous monitoring of the training "EU Membership Negotiation Process".

Contribution towards development of knowledge, skills and competences

At the end of the training the participants will:

  • Know how it is structured and what European legislation contains for the relevant chapter
  • Learn how to follow the progress in the relevant chapter
  • Get acquainted with the national legislation in the chapter
  • Know the main institutions for creating policies and implementing the legislation from that chapter
  • Know the criteria that the state must meet in order to be at the EU level in that chapter.
  • Know the challenges and problems at the national level for the chapter
  • Get an overview of all other relevant topics in the chapter.
  • Gain capacity to build a personal and reasoned attitude towards the topics of the chapter

  • Chapter structure and relevant European legislation
  • Chapter analysis through EC reports
  • Analysis of the chapter through national legislation, NPAA and institutional capacities
  • Explanatory screening for the relevant chapter
  • Comparative experiences from countries in the region
  • Gap analysis compared to EU solutions
  • Simulation of building national positions

Vesna Bochvarska Cvetkovska

Vesna Bochvarska Cvetkovska holds a Master in South East European Law and European Integration obtained at the Karl Franzes University in Graz, Austria with Master thesis on: “Public Administration Reforms during the previous decade”. Since 2012, she is certified trainer, as well as external evaluator on CAF - model for quality management for public administration and was engaged to implement the model in several governmental institutions and municipalities during the previous years.
