Good governance standards are guidelines for local self-government units, in an analogous way as the “Principles of Public Administration” set out guidelines for good governance, ie for public administration reform (at the central level). Standards for good governance in local self-government units determine the principles that should guide local self-government units in areas such as policy development and coordination, human resource management, transparency and accountability, municipal services and finance management. . The standards also include a methodological annex with set indicators and established procedures for measuring the results by indicators.
This report focuses on the development and coordination of policies and strategies in general, as well as the area of ​​human resource management, based on monitoring by local governments by civil society organizations from January to May. 2018. The summarized data in the report refer to all eight regions in the country: northeast, east, southwest, southeast, Pelagonija, Polog, Vardar and Skopje region.
